Factors affecting processing time of WP

I would like to know the factors effecting the processing time of work permit in skilled(or unskilled).
I read in one of the forum that if visa officer feels the job is genuine, then processing can be very fast. However, if he has a element of doubt, then processing time can prolong. Is that true?

Intocanada I suppose anything is possible when dealing with people however, I would think the processing of the LMO would have already taken into account the genuine-ness of the job offer. From what I've read each visa office has there own timeframe for processing so who knows...

The processing time for Canadian TFW visa is 4 months from India. Does this include wait time after medicals?
If yes, after how many days people generally get medical request?
