Question: Can an F1 (student) visa holder studying at an institution in the US apply for the Temporary Visitor visa at the port of exit or the port of entry at the airport if they did not apply for the entry visa before?

If so, what department would they go to?

We had a student who wanted to travel to Canada for the holiday break denied entry to the airplane at the US airport? We are wondering if it is permitted for the airlines to deny the student to board the plane? She had a valid F1 visa, passport, signed I-20 for reentry. She is from Trinidad and Tobago and was not aware she needed a separate visa to enter Canada. We thought that if she traveled to Canada she could apply right at the airport! Is this right?

1. No, they can't apply at the border or the airport.
