1. You are mixing apples and oranges.
2. Her valid TRV (visitor visa) allows her to apply for entry at a Canadian Port of Entry, as long as it is valid, and there are no problems she would be admitted as a visitor. It is up to the officer to determine how much time she would be given as a visitor. Usually 6 months.
3. If she wants a new TRV, when her's expires, then she would have to apply to an overseas office for a new one.
