I am an Australian currently living in BC on a IEC Working Holiday Permit, I am unable to renew my permit due to the new laws allowing Australians only one participation in the IEC category. I had to leave Canada for 6 months due to family issues back home, is it possible to extend the permit for the time I was not present/working in Canada?

I have heard rumours that this may be possible but cannot find any information on the Canadian Immigration website.
 
No - it's not possible to extend your IEC for the time you weren't in Canada. It's use it or lose it. Unfortunately the rumours you've heard are just rumours - there's no fact behind them (which is why you can't find anything on the web site).
