You need degree certificate to apply.

If by applying you mean apply for ECA then I think you can. I think they accept provisional certificates for evaluation. But would still suggest you to check again with either WES or someone who has got it done earlier in this forum.

You can apply for WES with provisional degree. There is no problem in that.
