I am in the EE pool, I already have a job offer with an employment contract, it seems it still counts as Zero points? Teh system requires an LMIA.. Is that compulsory for the employer?

Not necessarily.
It depends on whether you currently have a valid work permit or not.
If not, your employer will have to apply for LMIA if he or she wants to hire you.

Generally yes - an approved LMIA is required to get the 50 job offer points.

There are only a few exceptions. For example, if you come to Canada on an ICT visa and work in Canada for a full year.
