Express Entry seeming endless, Hoping for PNP

I have been in the Express Entry Pool since February and endlessly looking fo r jobs in the job banks but no single reply. Even if it is a rejection reply. Tried over and over but even with my 406 score, it looks like I am just hanging endlessly.
96% of employers even add that if you're not in canada, your application will not be considered. I'm wondering the chances of this process being successful.

Is this normal? Has anyone experienced this?

This is news to me. I was told a different thng when I started the process. How do I now go about securing a surer way to immigrate? Do you have any idea?
