What is the passing score of express entry or how much score a person should have to be eligible?
To qualify to create a profile and enter the pool, you must have at least 67 points under the FSW points system.

To be selected out of the pool for PR, you want to have in the range of 470+ points under the CRS points system.

He should make sure he has maxed out his IELTS score. If not, he should re-write IELTS. He can also look into taking a higher degree - or learning French.

His score is far too low to be selected through EE - he will need to look into the PNP streams.

His ILETS score seems good.

LETS listening score is 8 and CLB is 9
ILETS reading score is 6.5 and CLB is 8
ILETS writing score is 6.5 and CLB is 8
ILETS speaking score is 7.5 and CLB is 10

he has Master degree already.
not sure if he can go for learning french now but may be his wife can do the ilets or something to bump up score.
does all PNP needs arrange employment? if so , then its no no for him. he can try to get a job offer.

He has room to improve his IELTS score. I would recommend he re-write.

Each PNP program has different requirements. He will need to dedicate time to researching them if he is really serious about immigrating here. No - they don't all required job offers.
