express entry score

Dear all i have following issues.

i am civil engineer
Experience 16 years
age 40
I have done my degree evaluation as bachelor degree (4-years)
IELTS done with avag 6
My wife IELTS Avag 6
Now working in UAE.


I qualified for express entry but when i filled application of express entry my score is 277. Which seems too less as i think minimum score to get invitation is 400.
I don't know how to improve my score. how can i get nomination without job offer.
