Hello everyone,
I am looking for feedback or similar experiences regarding an Express Entry administrative reconsideration (recourse).
My application passed the R10 completeness check on February 3rd. However, I received a refusal on March 21st because my proof of funds was held in a local microfinance institution which IRCC did not recognize as a valid financial institution.
Right after the refusal, I opened a new account in a major Tier 1 commercial bank (Afriland First Bank) and transferred my full proof of funds (14 million CFA). I submitted my reconsideration request on April 08th with the new bank documents.
According to my GCMS notes, the new bank document was uploaded (eDoc #1197150900) and the system status shows "Officer Notified" as of April 29th.
Has anyone ever experienced a successful reconsideration after updating their proof of funds from a microfinance to a commercial bank? How long did it take IRCC to reply after the "Officer Notified" status?

  • IRCC requires settlement funds to be readily available and transferable.
  • If the officer concluded that the funds were not acceptable because the institution wasn't recognized as a regulated financial institution or the funds weren't sufficiently accessible, the application can be refused.
  • A reconsideration request is discretionary. IRCC is not obligated to reopen the file simply because new evidence becomes available after the refusal.
  • Reconsideration is most successful when the officer made an error based on information that was already available at the time of decision, or when a material fact was overlooked.
  • If the funds were genuinely moved to a Tier 1 bank only after the refusal, IRCC may view that as new evidence rather than proof that the original decision was incorrect.

A typical reconsideration request would:


  1. Be sent via the IRCC webform.
  2. Clearly identify the application number and refusal date.
  3. Explain why the refusal should be reconsidered.
  4. Include updated banking documentation and evidence of the source and continuity of the funds.
  5. Politely note that the officer has been notified of the updated information (if applicable).

In many cases, applicants simultaneously:


  • Submit a reconsideration request, and
  • Prepare a new Express Entry profile/application in case reconsideration is denied.
