express entry ranking...based on what?

What most of us know about express entry is this:
Candidates will be ranked against others in the pool. Only the highest-ranked candidates (those deemed to have the best chances for economic success), and those with qualifying offers of arranged employment or provincial/territorial nominations, will be invited to apply for permanent residence.

Ranking here means what exactly?? Those who are more experienced in their professions or those who get more scores.
for example, two candidates, one gets 70 points, the other gets 67 points but has more job experience and his job is in the demanded nocs. Who gets higher ranking here?
Also, will there be an occupations list for express entry FSWP, or it will be open for all occupations?

That part is yet to be detailed by CIC. My thought is that people with job offers, provincial nominations, and already in Canada will be given priority. How they rank rest of the people is anyone's guess but it could be based on the overall points (similar to Australia's process). CIC has said there won't be an occupation list but again, they are known to flip-flop so who knows.

but cic doesn't mention anything about ranking based on points, all they saye is:
Candidates will receive an Invitation to Apply for permanent residence if they rank among the top in the pool, based on their skills and experience. Candidates who have a valid job offer from a Canadian employer (subject to the Labour Market Impact Assessment process in place at that time) or have been nominated by a province or territory will be given high scores in the ranking system.
