Express Entry Question: Canadian MS + Job offer but No past work experience

Hello Guys,

I have a doubt regarding my brother's PR Application under federal skilled worker category in Express Entry.

His profile is as follows:
Canadian MS Degree in Industrial Engineering from Quebec
Moved to Ontario for his first job as Supply Chain Analyst
IELTS: L-8,S,R,W-7. Overall:7.5

When I calculate his score on CRS Calculator, it shows 514 with 0 points for work experience and it includes 15 points for me as blood relative as PR.

So my question is:
Can he apply for Express Entry right now or does he need to first work for at least 1 year and then apply for it?

He won't qualify until he gets one year of skilled work experience. The calculator just gives you a total score as you put in your information. It doesn't determine eligibility.

For EE 1 yr work exp is required at the minimum

No he doesn't have any experience before MS.
Looks like he has to work for at least 1 yr before he can apply in EE.
