Again, as was presented by CIC at the annual LSUC Immigration Law Summit on Monday, November 9th, 2015, CIC explained why applicants are automatically invited to apply under the FSW when they are qualified for both FSW and CEC. Essentially, the system works its way down the program hierarchy and invites applicants in the first program that they are qualified for.
Note: This doesn't account for the "gamification" of the system by entering "$0" funds for settlement funds.
I thought this might be useful information to share as I know that it is a point of frequent discussion.
