Express Entry Program Hierarchy - Why FSW is automatically selected over CEC

Hi Everyone,

Again, as was presented by CIC at the annual LSUC Immigration Law Summit on Monday, November 9th, 2015, CIC explained why applicants are automatically invited to apply under the FSW when they are qualified for both FSW and CEC. Essentially, the system works its way down the program hierarchy and invites applicants in the first program that they are qualified for.

Note: This doesn't account for the "gamification" of the system by entering "$0" funds for settlement funds.

I thought this might be useful information to share as I know that it is a point of frequent discussion.

also, quota wise, there's more spaces available under FSW. By inviting everyone that qualifies under both, under FSW, that leaves CEC spaces for the people that only qualify for CEC.

Interesting to know. I wonder why they set it up like this. Most CEC applicants are also eligible in FSW anyway.
