Kindly clarify this.

In the express entry profile link.,Do we first need to check if we are eligible? and only if we get a approval mail to submit the profile..we are supposed to submit ee profile? Cant we submit jst lik that?do we need to wait until we receive an approval mail or something regarding the submission.

You need to be eligible to submit your name into the pool. If you are then submit
