I need some advice regarding my Express Entry eligibility.
My sister’s credentials were evaluated by WES and the result says:

Canadian equivalency summary: Secondary school diploma from a university-preparatory program with undergraduate credit.

Credential analysis also states: Two years of undergraduate study (Legal Sciences) from Cheikh Anta Diop University in Senegal. However, WES added the remark that the credential is not comparable to a completed Canadian education credential.

She completed and validated Licence 1 and Licence 2 (two years of university), but did not finish the full bachelor’s degree.

Her TEF Canada results are:
Reading: NCLC 11
Listening: NCLC 11
Writing: NCLC 9
Speaking: NCLC 9

She also has work experience as a teacher in Senegal since 2016 and IELTS overall band 5.

When we try to create an Express Entry profile, the system says she is not eligible, likely because the ECA shows “secondary school diploma”.
  1. Can the two years of undergraduate study be considered a two-year post-secondary program for immigration?
  2. Are there other immigration pathways she should consider (Francophone streams, PNP, etc.)

1. For education: she has secondary not post secondary equivalency. Two years of study doesn't count for anything. She didn't complete a program. Points are low.
2. Language: Her English scores have to be a minimum of CLB 7 in all areas. What are her English bands.
3. If for FSW, what is her selection factor score? Does she have 67 points. Don't think she does if no education.

As for other pathways, PNP is not an option without job offer, and not eligible through EE. Francophone mobility is a work permit and requires a job offer and proof that she meets educational requirements for the job with work experience.

It's not about education. Count your score, you need 67 points or higher.

And check your funds.
 
the funds is 32,000 for a family of 4, she speak french and she has in TEF C2 in speaking and C1 for the rest

But if she doesn't have CLB 7 in all English bands then not eligible. Also she only has secondary education so what is her selection factor score? What would it be if she maxes out her English scores.
