Hi,

I applied for Canada for Express entry, but could not provide all the documents in 90 days. I also forgot to withdraw my application. So it is expired.

I am creating a new application using the same profile.

What Should I answer for the following question?

1. Have you ever applied for immigration to Canada?

2. If YES for question 1.

Have you ever applied for Express Entry?

3. If YES for the second question.

What is the file number?

and eight digit UCI number?
 
Unless you have applied for a visitor/work/study permit or for PR the answer for applying to IRCC is "no"

Creating a profile does not constitute applying for EE nor does receiving an ITA. You have only applied for EE if you have submitted an e-APR.

3) UCI number will generate once after you submit all docs and clear the medical exam. (Post ITA process)

What is an e-Apr?

Here, applied means have you, in the past, uploaded all the docs, paid the application fee with your credit card, agree the the T&C page and apply. If not, then your answer should be no. (Only after payment the eAPR is received, followed by UCI number)
