Looks like the information about Police Check on CIC website is NOT up to date:

it says that it you need police check is you spent 6 or more months IN A ROW in another country, but rules changed on February 11 2016 and now it;s 6 months in total:

Now I'm in a situation where I need to get PCC from USA and UK

Does it mean that if I've spent 180 days in total in a certain country after my 18th birthday, (regardless of whether I have actually resided there or not) I will have to get PCC from that country?
I'm not sure if such country would grant me PPC based on that.

Yes, you need to obtain PCC from a country in which you have spent a total of 180 days or more - not necessarily in a row.
