If you have to move to a province. Move after you gain a year experience in your field which I believe will be NOC O A or B. At least this will make you eligible to apply for express entry.

I believe you need to have at least a bachelor to qualify for OINP.

yes you can apply for the same within 2 years from your graduation date. You need your employer involvement for this. You have to go through pre screening process. It is not LMIA though.
