Express entry Pcc for canada from outside Canada

Hi,
How can I do PCC for canada from outside canada. currently in india.
canada PCC is mandate ?? if yes then where is the link. I have already seen RCMP link but how can i provide my electronic fingerprints. Can anyone with the same issue please guide me. How can I get in simple steps.
