Well , ITA means you apply for PR directly and PNP means when you get PNP you get 200 extra points and then you apply for PR.

If you already have an ITA, then you can already apply for PR. In my opinion, PNP is only needed if your score doesn't meet the minimum score for the draw.Let's say in the last draw, your score was 450 and the minimum score required was 453, you will not be given an ITA but if you have additional points from PNP, then your score could be higher to meet the requirements. The goal is to get the ITA and one way of improving the chances of getting an ITA is through PNP although it is only an option not a requirement.

Going for the PNP route means you are morally obliged to live in that particular province for a few years - that might be restrictive for you.
If you accept ITA without any PNP, then you are free to go to any province.

I think your choice should revolve around those considerations. If points is a consideration, I suggest accepting the ITA with your base scores because the Express Entry cut off scores will not stay that low for too long.

On top of the above, you should also consider that PNP application adds significant amount of time in the whole process, whereas with an ITA you can get PR in around 6 months.
