express entry IELTS min requirement

whats the minimum IELTS score needed for creating express entry profile,i have 5.5 in readin g anf writing and above 6 in speaking and listening , whe i create profile im getting ineligible., if im not wrong applicant can apply for quebec even if the CLB is less than CLB7 right?

You must have scored a minimum of 6 points in each section to be eligible for EE.

CLB 7, which i believe is min of 6 in each IELTS band
