Express entry help for Nursing

Hi All,

I am looking for help , I hold bachelor's in Nursing and pursing parallely master's in psychiatrist specialization in auckland.
But I want to migrate to canada due to family reasons.

I am wondering do I need to have offer letter or I can apply for that without it?

And what are chances for getting through this process for NOC3012?
