Express Entry from Canada

First of all, there is an update on CIC website yesterday.

Almost every point talks about candidates who want to apply for PR from outside Canada.
What are the rules that are applicable for candidates who want to apply for PR from Canada who are under TFW visa(skilled labor)?
Provided employer is ready to give the job offer as per PR terms and LMO granted (say 8 months back) if EE is filed around Feb 2015

Seems pretty unclear what happens to those already working in Canada

They should be able to apply under express entry via cec and other 3 eligible streams.

I have collect all necessary documents for FSW14 in NOC 2173.

Should i submit the application now or should i wait for EE 2015.

Please suggest
