Yes you can create profile, as long as you have done the IELTS/CELPIP test.

I have an open work permit and I have been employed with a company for over a year. I want to apply for my PR, but I want to change my job as well. Would changing my job change my status? Additionally, would I have to get a work experience of one year in the new company before I can apply for my PR.

You can create an EE profile when you finish 12 months of full time or equivalent part time and provided you have an IELTS score valid for you NOC job level.

If you finished one full year of work at your previous work place you can change your job. You don't have to finish one more year at your new work place. However, you work experience will only be counted on an yearly basis and doesn't have to be continuous at one place

You can create your profile now, however, you are not eligible until Feb 15, so if you receive an ITA before then, you will have to decline it.

Thank you for your response. I have got my IELTS score and my current score is 476. if I get my ITA in Jan ? Can i still Continue my application without declining as I have 3 months time to provide the documents. In that 3 months I will be fully qualified right ?
