The article dealt with only the first draw of 779, all of whom had an LMIA, and 45% of whom were already in Canada. Frankly, I was more surprised that so many OUTSIDE of Canada had managed to get an LMIA!

From the article, these are the top ten countries of citizenship of those selected in the very first draw:

1. India: 228 candidates or 29.4 per cent

2. Philippines: 122 candidates or 15.7 per cent

3. Pakistan: 46 candidates or 5.9 per cent

4. Ireland: 34 candidates or 4.3 per cent

5. Nigeria: 29 candidates or 3.7 per cent

6. China: 29 candidates or 3.7 per cent

7. Iran: 21 candidates or 2.7 per cent

8. U.K.: 19 candidates or 2.4 per cent

9. Egypt: 18 candidates or 2.3 per cent

10. South Korea: 14 candidates or 1.8 per cent

I'm also surprised how these 55% of 775 people got LMIA from abroad. Maybe they got LMO just before it ends and they are approved just in time to apply for PR in January. But it's still staggers me how the managed to do it quickly.

These means that those all are in Canada my friend who got LMIA/LMO in Canada. These numbers showing based on their country of residence (Passport of country).

It's talking about residence, not nationality. All applicants have foreign nationality (Passport other than Canadian). If they already have Canadian nationality, why would they apply PR?
