I have two quick questions. Would really appreciate any expert opinion on this.

1- It is mentioned on canada immigration website that "Candidates that meet criteria are entered into the Express Entry pool". but they have not mentioned any criteria any where. So can any one tell me that what are those "Criteria" that are required to be meet????

2- Express Entry will start from January. So is it required that I should send my education documents to ICAS/WES for assessment? or should i just wait till I Receive an Invitation to Apply (ITA) and afterwards i should apply for education assessment?
 
The complete requirements haven't been published yet by CIC. You'll have to wait until later this year.

The criteria is not out yet as Scylla mentioned. But, if you want to start preparing for express entry, then it is a good idea to follow the requirements for the current system and prepare documents accordingly (like take IELTS, get degree assessed etc). Although I am not sure, it's a good bet that you should already know the total points you can get before applying for the express entry.
