Express Entry - Biometrics 2019

Hi,

I am in Canada and my Family is in India. I am going through the documentation phase for applying for PR.
I have a question:

Depending on my Situation
1. Do I need to give my biometrics (I am in Canada)?
2. Do my Family need to give biometrics (They are in India)?

I know CIC will let me know what to do after I submit but just asking so that i can plan some of the thing accordingly.

Does anyone have any idea?

I do have the same situation and planning to submit my application in few weeks and I am in Canada. Only my daughter is in India and she is also planning to travel to Canada for about a month vacation. How does it work for people in Canada and family in India? How long does it take to get biometric letter? If we are travelling, can we give our biometric in different country, say USA, if we have USA B1/B2 Visa? Please advise.
