I'm new to this forum and interested to apply in EE to Canada.
Can anyone advice me the step-by-step application, I am Filipina and currently reside in Dubai, UAE.
How long the process would take.

Once you've received ITA, and submitted your application, the process takes anywhere from 6+ months.

Most likely a scam.

Legitimate recruiting agencies charge the employer, not job seekers, for their services. If Goodhire ask you for money, they're not legit.
