Express entry application while pending case of immigration in another countries

Hi would like to know, Will it create any problem for Quebec PNP program or Express entry immigration program while,

1. I have a pending Immigration application in AUSTRALIA - Skilled Sponsored (Class VE, subclass 176), submitted on 29 June 2009, which under priority processing group 5 , have not been withdrawn yet.

2. My sister who is a citizen of USA have petitioned on my behalf (case type I-130, Petition for Alien Relative on June 29, 2012) for immigration in USA

The only thing SC176 has been replaced by SC190 for the past 3 years... all SC176 applications have been returned as fat as i know.
