Express entry application from Quebec

Hi

I have finished Ph.D in Ontario, moved to Quebec and have been working in a full-time job for more than a year. Now I have a PGWP (post-graduate work permit) valid for 2 more years. Since I am in Quebec I can apply to CSQ and then to federal PR, but I would like to apply to Express entry in a Canadain Experience Class (CEC) since it saves lots of time.

My question is, in the PR application, If I say that I have an intention to move to Ontario, but without any evidence of job offers, will PR application will be accepted ?. If it is accepted can I continue to stay in Quebec without any problems related to health-card (RAMQ card) and cancellation of PR etc?

Hi I didn't apply to express entry. I have applied to CSQ and waiting for the response, but my work permit is going to expire very soon so i have to leave the country.
I am quitting the job to apply for express entry.
any suggestions?
