Hello,
can someone advise me on this ,
I submitted the documents in time and a week back I received my biometrics update , but today 23rd Aug,2021 I received a message saying that my application is cancelled as it is incomplete.
It was missing Canadian diploma Certificate, in which case I would expect them to put a query and request the missing doc. Is there a possibility for reopening my application and updating my profile ?

It is very clear in the guidelines on the website and in IRCC Section 10 that if incomplete the file is closed. It is your responsibility to make sure the application is complete. Officers do not have the time nor will send a follow up for missing documents.


Applications are assessed for completeness up front. An application found to be incomplete should be rejected as per section 10 of the Immigration and Refugee Protection Regulations, and all fees associated with the application should be refunded to the applicant.

Incomplete applications
If an application is found to be incomplete, the processing office must reject the application by

  • promoting and then cancelling the application in GCMS with the application status reason listed as “incomplete application”;
  • noting in GCMS the reason(s) for rejecting the application; and
  • repaying all fees associated with the application (e.g., the cost recovery fee and the right of permanent residence fee, as applicable).
When an application is rejected as incomplete, the applicant must submit a new Express Entry profile through their online account to be considered for any future rounds of invitations.

Unfortunately an incomplete application results in refusal. IRCC does not request missing mandatory documents.

You can send a webform and request that your application be reopened. There's a low chance this will work since the error was on your side and the reasons for the refusal were correct. But worth a try if you want to give it a go.

Most likely, you'll need to re-enter the pool and wait to be selected again (receive ITA).

Hello hi! I know its been YEARS since you asked this but could you please let us know if you went ahead and raised a webform or did you make a new profile and waited for ITA again?

I am unfortunately in a similar situation and my application has been cancelled and refunded for is there any way i can submit and request through webform? We were under a very stressful time at the time of submission as I was due giving birth.

Was your application incomplete? You can certainly try requesting reconsideration through a web form. It will be up to IRCC if they accept or not. If your application was incomplete, then make sure you address this issue when you send the web form.
