Hi

I will be going to Canada this fall on a student visa and also interested in securing PR as soon as possible.

Is it safe to make an express entry profile and be in the pool before I enter Canada?

I plan to go to Canada late August and submit my express entry profile mid July. Can the immigration officers at the port of entry see if we're in the pool?

Anyone who has or know someone who has done something similar?

The EE profile expires after one year. No need now, once you complete education in Canada, then create it as you will get more points.

Try your luck if you have enough CRS points, on side note, creating profile will not stop you anywhere.
 
Do you think it's better to apply once I am in Canada or it doesn't matter?
I told you earlier, better to apply after Canada education, since you get a lot of CRS points.
However, if you already have 440+ CRS points, apply now.
