I applied PR through paper nominee Ontario and it is linked to my online CIC account. The progress bar now show 12 months remains to complete application.
NOW, I am eligible for Express Entry Canadian experience class, BUT the CIC account do not allow me to apply for Express Entry, and it says that "I have an application in progress".
So, what is that? Why I can not apply for an Express Entry that it takes ~6 months to completed??!!!
SO, in this case I have to wait 12 months!!! for my other application to complete and lose the Express entry chance?!!!
