I found information on cic.gc.ca website which confirms Processing Times are counted from the day you received your initial approval at CIO Canada, Sydney.

C50 Initial Eligibility Determination: Review of the preliminary application received at CIO Sydney. A positive decision regarding eligibility for processing (Paper-screening decision “4”) results in the electronic transfer of the application to the responsible visa office abroad. The date of this decision constitutes the lock-in date for processing. Processing time service standards are calculated from this date.

when we see our detail status in CIC website it show 2 dates for file transfer i.e

1. first date is date close CIO approval
2. 2nd date is the date after our documents are received by CHC

my question is which should we count for Processing date ?

You should consider the date of CIO approval. Usually File Transfer(CIO sends electronic transfer of the application to the responsible visa office) date is approx 7-10 days after CIO approval date.

The duration may be tricky. what of those who waited for the full stretch of the 120 days or there about to submit. All that will count? later.

Processing times is calculated for approx 80% cases processed in last one year. Obviously Individual cases are decided against own merit. It is the time frame between initial approval at CIO and final decision at Visa Office.

BETWEEN November 28, 2008 and June 25, 2010 - Buffalo – United States 17

I sincerely hope that processing timelines commence from the date of transfer of file from CIO to VO.

I checked the link you provided and the link for(based on a complete application package), In application processing times category there is FAQ's and according to it, below is the description,

Q 9. What is a complete application package?

It depends on the category you are applying under.

Each category has an application package on this site with

•the forms you need to fill out, and
•the instruction guide.
There is a Document Checklist in each package that lists everything you must include with the application. (Note: a few of the packages have checklists based on your region.)

If you use the checklists and instruction guide for your category, you can ensure that you include everything you need. If your application is missing any of these items, processing can be delayed.

New system require full application at CIO, Sydney, if we see it in this context than it make sense that Application Process start when CIO approve the application rather then Visa Office level.

I am echoing EMO's concern - and also Vermas,
Although the processing time started after CIO transfer to Visa Office, the application is not actually being processed until the complete application to Visa Office is received. The logic is, how can VO starts processing if the application is not received yet and reached the VO at the end of 120 days procedure.
 
There should be no cause for alarm. Processing times varies from visa office to visa office and one applicants to another.
If should submit your full doc after at say 80-110 days after first AOR , dont expect to receive visa earlier than if you submit say 10-30 days after first AOR
In a nutshell, the earlier you submit you full doc, the better. I know of some one who submitted full doc in Jan 2010 and got his visa in May 2010.

The information is very clear.Processing time start when you receive your first AOR. Let's take this case study

Two applicants received their first AOR on Dec 3, 2010. One submitted his full doc to the VO on Dec 10,2010 while the other waited till March 2011.In all things being equal, the first applicant should receive second AOR first and hence medical etc
 
So what will be the processing time if my documents get approved by cio? say by Jan 1st week. what is the current processing time? Is it 6 or 8 months according to the new fast processing process?
