Expired PR, not meeting the Residency obligation

Hello Folks, Just a quick summary. My father in law went back to Philippines July 05 2018 to take care of his sick Mom, unfornately his mom passed away few weeks ago. He also contracted Covid which extended his stay at the phillipines. He has an expired PR card and did not meet Residency Obligation. What application does he need to get back to Canada with an expired PR. Does he qualify under Compassionate Grounds? His entire Family is in Canada. Please advice. Thank you

He needs to apply for a PRTD (Pr travel document), which is basically the visa that would allow him to enter.

He should make clear the reasons ('humanitarian and compassionate') that prevented him from returning earlier (his mother, covid, whatever else) as well as his ties in Canada. When he gets this he can return to Canada and apply for a PR card with same reasoning.

No guarantees as to whether this will be approved but (personal opinion) these are the types of reasons that the H&C terms are meant for.
