My PR card expired in Nov 2014, i am living outside Canada since mid 2013. I have applied for renewal based on the fact that i have lived in Canada for 3 years and the renewal application was submitted in May 2014. I received the RQ and have complied but still no news.

In the 3 years i was never employed , did some cash based jobs and used my own money to support living, had few generous friends who shared their accommodation with me.

I have no idea whether i will get the PR Card or not but i am considering to apply for travel document and enter Canada. the problem is that i have got married and have a daughter so i can't stay in Canada for long without them.

Is there any way to get TD with multiple entry ? and can i sponsor my family while my PR is expired and is in process of renewal?

There is no such thing as a multiple entry TD. Travel documents allow you to enter Canada once only.

Since your PR renewal is still under process, I suspect CIC would put a sponsorship application on hold under your PR status is renewed. I would wait until you have a renewed PR card before you sponsor.

Also as a PR, you must be living in Canada in order to sponsor your family. It is not enough to just meet the residency requirement. Occasional short trips (e.g. three weeks) outside of Canada are OK - however you must be living in Canada from the time your application is submitted to the time the application is approved to avoid refusal for non-residency. If your family cannot get a TRV to visit you in Canada while the sponsorship application is being processed - you should expect you will have to be separated from them for the majority of the time their application is being processed.

Thanks.
i think they do not give TRV to dependents of Canadian PR

Yes - that's correct. It tends to be difficult to obtain TRVs for dependents of PR.

This is why I said that you will have to be separated from your wife and child for extended periods of time while their PR applicaiton is being processed. It's quite likely they won't be able to get a TRV - and you must be living in Canada while the application is being processed.
