My parents came to Canada in May 1999 as war refugees became Canadian Permanent resident cards Nov 11/27/2000 lived and worked in Canada until August 31 2003 Pr card expired May 2008 outside Canada. Can they apply for travel document to come back to Canada. During these years my younger sister born in Canada has been living with them. Would this be any help for their application.

They can certainly apply for a Travel Document - however it's going to be refused and this refusal will trigger their PR status to be officially revoked.

The fact they have been living outside of Canada with your Canadian sister is immaterial. They haven't met the residency obligation - so the TD is going to be refused.

Thanks for your reply When you say the haven’t met they residency obligation, I don’t quite understand why not when they lived in Canada from 2000-2003 and were sent an application to apply for Canadian Citizenship. They were not able to come back until now due to health issues have al the documents from hospital thank you

They are required to live in Canada for 2 out of every 5 rolling years. They haven't lived in Canada in the last 5 years (i.e. 2014 to now) and so they don't meet the residency requirement.

They have been outside of Canada for 11 years now. It's going to be next to impossible to prove H&C reasons for those full 11 years. Was one of your parents hospitalized for those full 11 years?

Also, in one of your older posts, you said they applied to renew their PR cards from outside of Canada and were refused. If they did that, then their PR status is already gone and was revoked when the PR card renewal application was refused.

No, if their status has already been revoked then they are now foreign nationals and will simply have to apply for a TRV (visa) like any other foreign national. They no longer have any status with Canada.

If their status has been revoked, they can apply for a visitor visa directly. Note that the visitor visa will only allow them to visit Canada temporarily - they obviously cannot move here or live here.

Given your father's past health issues, he will want to obtain travel health insurance before he comes to Canada as a visitor. Treatment is extremely expensive here if you don't have coverage.
