I have an Ontario license which expired in 2015 and even before that i had moved out of Canada to US. Now i am again coming to Canada as a PR, i know i can use my US license and exchange it for a Canadian one but wanted to know if the history for my Ontario license will still be maintained from 2010 or not.

If it will then i believe i should get a benefit while getting an auto insurance in Canada, right?

You *may* get some benefit but how much is questionable. Shop around...

It expired in Sep 2015 so that is definitely over 3 years... but even if I go later on and give all the tests, will the new license get linked to the old one?

Can you explain what you meant by "linked to old one"? According to the link I just sent you above you will be considered a new driver but your mandatory waiting periods will be waived.

So my main question was regarding the driving history from the old license getting transferred to the new one. Cuz if that happens then I might be able to get a little lower auto insurance premium but if it doesnt and I am considered a totally new driver then the premiums will be too high :-(

For insurance that would be different. The two insurance companies that I used (Belairdirect and TD Insurance) had questions about driving history in North America over the last 6 years I believe, so you may be able to get better rates despite having a new Ontario license, especially if you did not have any tickets or accidents. Make sure when getting the quote to call them and give them those details as the online application does not give much options.

Insurance is definitely a big hit, despite driving abroad for over 10 years, upon moving to Ontario last year the best "deal" I could find for a 10K value car was $390/month with Belair Direct. I am currently renewing and got a better rate still at $300/month with TD Insurance, Belair Direct actually wanted to increase the premiums to $450/month!
