Can I be put on PR blacklist because I submitted expired language results and got refused. How big is it going to affect my future PR stream application?

If you are simply refused, then you are not banned and not on any blacklist.

If you are refused and IRCC also makes a finding of misrepresentation, then you will be banned from Canada for 5 years. This will put you on a blacklist for 5 years and will mean you cannot come to Canada under any short of visa during this time.

For expired test result it would have been simply rejected and fee refunded.
Generally speaking it shouldn’t be an issue when you apply again unless you were found misrepresenting anything in your application.
In either case you will need to explain it in LEO.
Mine was rejected due to wring ECA.

the test score is real. taken by me. nothing altered. it's just an expired test. That's gonna be ok?

The way you are showing anxiety does not make sense if it was an honest mistake. Did you put correct date of the test taken and result announced in your profile?
What does your letter say?

There is no date I need choose. I applied the may 6 new policy. only need to upload bunch of documents... although in the eligibility section it mentions test score has to be <2 years.. but I don't have to select a date in my application.

In that case your application should just be refused without a misrepresentation finding.

I don't know why you bothered applying. Your application won't be approved.

Yes, it will be either rejected or refused depending upon which stage they check your IELTS online. The next time you apply you will need to explain that it was an oversight while submitting the application in hurry.

SO every tome I got rejected, I have to explain next time I apply for pr?
 
I applied cuz there are many many people who can’t get a ielts test and hoping by submitting a recent test confirmation, they can still be allowed to submit later, although the eligibility says must submit a complete application
