hello, i started work on november 28,2016. And it been a year in november 28,2016. But i went back home for 1 month n 10 days from jan4,2016-feb 16,2016. so i am eligible to apply or i have to wait ? And if i have to wait then till what date?

I assume you mean 2017 not 2016.
If your work experience is inside Canada (applying under CEC), you will need to work for additional 1 month and 10 days to complete the 1 year of full-time work experience.
If your work experience is outside Canada (applying under FSW), this work experience will not count as it is not continuous. In this case,you will have to count 1 year after you returned back from your trip which will be at Feb. 15th, 2018.

Express entry is not a "program," it is a system that manages 3 programs - CEC, FSW, and FST.

So back to noscaf2014's question - you need to clarify if the work experience you are talking about is Canadian or foreign (non-Canadian). From your first post, it sounded like you are talking about Canadian work experience, but you should clarify if this is the case.

I am talking about canadian experience. Moreover can i create my profile with work history from my joining date 28 november 2016 or from jan 15,2017 .In order for jan 15,2017 , can i submit my profile on basis of 28 november 2016 or i have to wait until january 15,2017.

If you submit the profile with the start date of November 28, 2016, it will falsely assess the amount of experience you have, and you could possibly receive an ITA, but you would have to refuse it.

IRCC tells you not to apply until you are eligible. I would suggest not submitting the profile until January.
