The Nova Scotia stream is open to workers including Construction Trades helpers Noc 7611. I have 2 years experience as a Plumber. Will this fit? Thank you

Plumber is NOC 7251 (not 7611).

Yes they need Construction Trades' helpers (7611), just wondered if plumbers would be ok? I worked as a plumber on constructions sites
Plumber is not a helper. Did you even read what jobs NOC 7611 do? Plumber has its own NOC. Do you have employment letters proving that you met NOC 7611 requirements.

But is it allowed by Canadian system to perform all duties of a plumber and like 50 percent of duties of construction helper? In our country the system is a little bit different, for example an electrician may mix, pour and spread materials such as concrete by himself, may load and unload construction materials, and move materials to work areas, etc.
 
In other words, may a person decide what Noc he wants to choose if he performed duties from two related Nocs ?

30% isn’t enough. Should be around 70%. If you perform the duties of a plumber, your NOC is that of a plumber. 50% duties are still not enough. Also plumbers and electricians are licensed professions in Canada. Plus 7611 is a NOC B or unskilled job while plumber/electrician are skilled jobs (NOC B). There are no similarities between the jobs.
