My father exited after 4.5 month stay for an emergency to back home and will be coming back after 2 weeks. Will there be any issue?
He usually stays 6 months every year to support with my child. We had requested for extension only once last year and got approved where he stayed only for 7 months in a stretch but he had permission for few more months.

Whether he is allowed into Canada and for how long is always up to CBSA. He should make sure he has a return ticket.
 
So he can have a ticket of 3 month's date from the day of reentry?

It's ultimately going to be up to the CBSA officer. Generally speaking, it's safest as a visitor to spend more time outside of Canada than inside of Canada in any given year to avoid making it look like you're trying to live in Canada on a TRV. If your father has a return ticket for three months later, that will mean he's planning to spend 7.5 months in Canada within a 12 month period. He may get zero questions at the border and have no issues entering. Or it's also possible CBSA may have concerns about how much time he's spending in Canada. It's impossible for any of us guess what will happen when he arrives.
