As well - what if one of my friends writes such letter in English? He's an English teacher but it isn't his mother tongue, do I still need a certified translation for this?

He can write it in English. Even if there are mistakes, it doesn't matter as long as it is understandable. If the letter is not in English or French, then it has to be translated.
