I have a friend from Nigeria, he applied for an electronic visa , which had been issue to him.. Can he come to Canada freely with the electronic visa . He have a problem here in nigeria

No. A Nigeria passport is not eligible for an eTA. He has probably been scammed.
He will need to apply properly for a real Temporary Resident Visa (visitor) from Canada's VAC.

If you mean from electronic visa as TRV than answer is yes he can travel. In case you mean eTA than answer is no as Nigerian passports are not eligible for ETA only exemption person is legal resident of United State
For a TRV, a physical counterfoil needs to be placed in the passport by IRCC, so would have required that the passport was sent to the VAC.
What's the difference between electronic visa and Eta thought they're the Same?
They are not the same. An eTA is authorisation to TRAVEL and only applies to countries that don't need a visa at all (visa-exempt).
As far as I am aware, there is no such thing as an "electronic visa". A normal visa (physically placed in the passport) allows you to travel & enter the country (subject to CBSA review at the port of entry).
