I'm from the UK, I applied for an ETA in June 2022 and I still have not heard back from Canadian immigration. It's just for a holiday - I have checked the status of the application every few months, but the standard email comes back, saying, "A review of your Electronic Travel Authorization (eTA) application remains underway and will continue at the Canadian Mission nearest to the residential address you indicated on your application."

Is that length of time to wait a standard wait time?

2022? That is in no way normal. How are you checking on status? Do you have a past refusal or some sort of inadmissibility that is complicating your case?
 
I have a conviction from the 1990's (nothing serious) and uploaded a copy of the police certificate as requested, back in 2022. Since then - nothing, just that standard reply. At the end of June 2022, I had this email:

Thank you for contacting Immigration, Refugees, and Citizenship Canada regarding an application for an Electronic Travel Authorization (eTA).

We have received your uploaded documents. The application remains under review and you will be contacted if more information is required or once a decision is rendered on your application.

During the review of your file, you are not considered to hold a valid eTA. As such, you should not plan or undertake any travel to Canada until you are advised otherwise.
