I have finally received the COPR papers.

Unfortunately CIC made a mistake with my spouse's application and used her maiden name.

All of her documents (drivers licence, sin document) are with her marriage last name, I applied to PR using her marriage name as well.

They probably made that mistake because her passport still has her maiden name, with an amendment stamp, which indicates that she has changed it. They have missed that amendment.

What should i do now? We are planning to go to the border, but what will happen there, will they issue her a PR with her maiden name, or maybe fix it on the spot, or i will have to adress CIC for an replacement COPR paper first?

The name on her passport has to match the name on the COPR or PR card.
if you want a different name on the Document...you need to change the name on the passport first.
if the name on the passport is different from the name on the COPR or PR card, how will the immigration officer identify her?
 
Get it fixed before getting a PR (if you have time). Send them a CSE with a letter of explanation along with the copy of amendment page . I am sure they'll correct it. Getting it corrected later may be challenging.
