My sister is currently working in Rome as a caregiver. She has no valid paper yet in Rome. What is the best possible way I can bring her to Canada? Many thanks for your help.

What do you mean by the fact that she has no valid papers yet in Rome? What is her status there? Does she have temporary resident status or is she there illegally / without authorization?

Given her age, coming to Canada on a caregiver work permit is likely the only realistic option. This assumes she is in Italy legally (meaning she has legal temporary status there). If she is in Italy illegally, there are really no options for her to come to Canada.
 
Her status in Rome technically is illegal as she has no paper. But her current employer being a lawyer are working to her permit or papers to be legal. Once she have the papers, what other options she can come to Canada? My status in Canada is permanent resident with Canadian passport for almost 20 years. Any help is greatly appreciated. Thanks

If you are a permanent resident, how would you have a Canadian passport?

As previously mentioned, based on her age, the only real option is to secure a caregiver job in Canada and move here on a temporary work permit.

She will need to wait until she has papers and has legal status in Italy.
