My work permit was not renewed and now I have to leave the country. I am planning to go to the states for a few weeks to visit my family. Will I be allowed to enter. I have a valid US visa. Another problem is that my valid US visa is on my expired Indian passport. I have a new valid passport. Can I enter the US under these conditions.

You should probably ask this question on a forum regarding the US, not a Canadian immigration forum.

Yeah, not a question for this forum, but the principles are similar. They're going to want to know when you plan to leave the USA, and where you plan to go afterwards. If you don't have an ongoing ticket to India, or clear proof of funds that you can afford to get there, you might not be admitted. Depending on the circumstances of your work permit rejection in Canada, the USA guards might be concerned that you intend to stay and work there. Like Canada, they take this sort of thing very seriously.

A visa on an expired passport is valid and so it will not be an issue to enter US. As others have said you need to demonstrate to immigration officer at POE that you intend to go back to home country after your visit, proof of accommodation, funds to support yourself for the duration of stay and valid ticket to home country.
