Hi All,
My husband is a canadian citizen and I'm an Indian national.I haven't yet filed my PR and from the website got to know that Processing the same will take around 13 months.Is is possibel for me to file PR and simulatneously try and obtain a dependant/open work permit visa or any other means as I want to move to canada as soon as possible. Also it has been 7 months since we got married.
 
You don't qualify for a dependent / open work permit and will be refused if you try applying for one. You can certainly try applying for a tourist visa (there is no guarantee you will be approved).

In that case what is the most appropriate solution?..Nothing apart from filing for a PR and waiting?Can i speed up my PR by any means?
 
No - there is no way of speeding up the processing of your PR application.

Again, you can try applying for a tourist visa. Alternatives are student visas and work permits (provided you can find an employer in Canada).
