Enter Canada before using Working Holiday IEC Visa to find a job

Hi,

I currently have a granted working holiday visa, which allows me to work in Canada for a year. I know that I should use this at a point of entry to validate it. I would like to enter as a visitor first, so I can find a job before I actually start using my "work permit time", and then re-enter to use my work permit.

Is this allowed? Can I just be honest at the border when I enter the first time, and say that I am here to look for a job, but don't want to use my POE letter yet? Or is this frowned upon and should I use my working holiday permit during this time?
